THE CHARTER TOWNSHIP OF CHESTERFIELD
PLANNING COMMISSION
November 29, 2011

A regular meeting of the Charter Township of Chesterfield Planning Commission was held on Tuesday, November 29, 2011 at 7:00 p.m. at the Township Hall located at 47275 Sugarbush, Chesterfield MI 48047.

1. CALL TO ORDER:

Chairman Miller called the meeting to order at 7:00 p.m.

3. APPROVAL OF THE AGENDA:

Motion by Mr. Miller, supported by Mr. DeMuynck to approve the agenda as presented.

PROPOSED NEW GARAGE ON A CANAL LOT - SLU #2011-05: JOSEPH SOWERBY 48264

HARBOR DRIVE, CHESTERFIELD, MI 48047. PROPOSED NEW GARAGE ON A CANAL LOT LOCATION IS ACROSS FROM THE ABOVE ADDRESS. TABLED 10-25-11.

Motion by Ms. Frame, supported by Mr. Miller to table Special Land Use #2011-05. This would be tabled for up to six meetings with the deadline being March 13, 2012.

METRO PCS PROPOSED NEW WALL SIGN – SGN #2011-88: METRO PCS PROPOSED RELOCATION OF EXISTING WALL SIGN MOVED 2 STORE FRONTS DOWN TO NEW UNIT IN FAIRVIEW PLAZA LOCATED @ 46542 GRATIOT.

Motion by Ms. Frame, supported by Mr. Saelens to approve Sign #2011-88.

All Ayes Motion Carried

C. SPOTLIGHT DANCE WORKS CENTER PROPOSED NEW WALL SIGN-SGN #2011-89: LINDA

SCHMIDT 46925 VINEYARDS LANE, MACOMB MI 48042. PROPOSED WALL

SIGN RESURFACE LOCATED IN THE IN-LINE RETAIL 45385 MARKET PLACE BLVD.

Motion by Ms. Frame, supported by Mr. Stabile to approve Sign #2011-89.

All Ayes Motion Carried

D. INNOVATIVE TOOL INC PROPOSED NEW WALL SIGN – SGN#2011-90: SIGN FABRICATORS

INC, 43984 GROESBECK CLINTON TWP., MI 48036. PROPOSE NEW WALL SIGN LOCATED AT 28195 KEHRIG DRIVE.

Motion by Ms. Frame, supported by Mr. Miller to approve Sign #2011-90.

All Ayes Motion Carried

E. METRO PCS PROPOSED NEW WALL SIGN – SGN #2011-91: SIGN FABRICATORS 43984 GROESBECK CLINTON TWP., MI 48036. PROPOSED NEW WALL SIGN LOCATED AT 49138 GRATIOT.

Motion by Ms. Frame, supported by Mr. Saelens to approve Sign #2011-91 subject to the applicant submitting a corrected application before permits are rendered. Additionally, the applicant must submit a proper application with the application fee for the tanning sign.

All Ayes Motion Carried

Ms. Frame explained that the sign is being moved from one store frontage to the other store frontage. She said it was granted a variance last year and suggested continuing with the variance and allowing them to move the sign next door.

Ms. Frame said that also on this application is a tanning sign where the current Metro PCS sign is located. She said this sign is a little over the 28 square feet allowed and that the applicant has agreed to reduce it to meet the requirement.

Mr. Stabile questioned whether a sign should be approved without the sign application.

Ms. Frame stated that the applicant said that an application was turned in, but must not have been submitted to the planning commission.

Ms. Frame also said that Metro PCS and the tanning salon are currently combined and that they are going to split.

Mr. Miller stated that they are both the same owner.

Mr. Meagher suggested adding a provision that the applicant submit a proper application with an application fee.

F. MACLEAN-FOGG COMPONENT SOLUTIONS PROPOSED RESURFACE OF EXISTING DIRECTIONAL SIGN – SGN #2011-92: ASI SIGNAGE INNOVATIONS 119 WHEATON TROY, MI 48083. PROPOSED RESURFACE OF EXISTING DIRECTIONAL LOCATED AT 50855 E. RUSSELL SCHMIDT BLVD.

Motion by Ms. Frame, supported by Mr. LaBelle to approve Sign #2011-92.

All Ayes Motion Carried

G. MACLEAN-FOGG COMPONENT PROPOSED NEW WALL SIGN – SGN #2011-93: PROPOSED

NEW WALL SIGN LOCATED AT 50855 E. RUSSELL SCHMIDT BLVD. ASI SIGNAGE

INNOVATIONS 1119 WHEATON, TROY, MI 48083.

Motion by Ms. Frame, supported by Mr. LaBelle to approve Sign #2011-93.

All Ayes Motion Carried

H. KROGER PROPOSED (WALK-UP) RX PHARMACY WALL SIGN – SGN#2011-94: HARMON SIGN 7844 W. CENTRAL, TOLEDO, OH 43617. PROPOSED NEW WALL SIGN LOCATED AT 35000 23 MILE ROAD FOR KROGER PHARMACY.

Motion by Ms. Frame, supported by Mr. Miller to deny Sign #2011-94.

All Ayes Motion Carried

Ms. Frame stated that this sign has already been approved. She suggested denying this sign number so that they do not end up with two of these signs.

I. LA BELLE VITA SALON PROPOSED NEW WALL SIGN – SGN #2011-95: CLASSIC CANOPY & SIGNS 19235 SMOCK, NORTHVILLE MI 48167. PROPOSED NEW WALL SIGN LOCATED AT 52358 GRATIOT IN THE WOODBURY PLAZA.

Motion by Ms. Frame, supported by Mr. Saelens to approve Sign #2011-95 subject to the applicant correcting the application and bringing the sign down to 20 square feet.

All Ayes Motion Carried

7. APPROVAL OF MINUTES OF PRIOR MEETINGS:

Motion by Mr. Miller, supported by Ms. Frame to approve the minutes from November 15, 2011.

11. PLANNER’S REPORT:

ADMINISTRATIVE REQUEST #69: FRANK EVANS 10877 WATSON RD. ST. LOUIS, MO 63127. KOHLS PROPOSEL IS TO MAKE A MINOR EXTERIOR CHANGE TO THE FAÇADE OF THEIR BUILDING LOCATED AT 50500 GRATIOT.

Motion by Ms. Frame, supported by Saelens to approve Administrative Request #69 subject to

allowing the squared off gateway and keeping the brick on the outside three steps, but not allowing

the EIFS over that existing brick. All other requested changes would be allowed. Also, the

applicant is subject to addressing comments from the fire department.

All Ayes Motion Carried

Mr. Meagher said that Kohl’s is proposing an exterior change to the façade of its building, but the

changes do not meet the 90% or better brick requirement.

Ms. Frame spoke with the applicant about the amount of EIFS to be placed over the brick and

about the brick or better ordinance.

The agent for Kohl’s, Frank Evans, said that the new design coincides with Kohl’s current look. He

said that all of the new Kohl’s stores will look this way and that existing stores are being retrofitted

to this design. He said the new look will dress up the store. Mr. Evans also said that Kohl’s is

trying to keep the look of the store as much the same throughout the country as possible.

Mr. Evans stated that Kohl’s would be willing to pursue the necessary variances to achieve its

new design.

Mr. Evans indicated that in previous years, Kohl’s tried to paint the brick to match the new color on

the entry gateway. He said that Kohl’s would prefer to rip the brick out to attain a consistent finish

and color on those two corners.

Ms. Frame asked about pre-planning volunteers for the next meeting.

Both Mr. LaBelle & Mr. Stabile agreed to participate.
