Proposed MINUTES OF THE REGULAR BOARD MEETING
OF
THE CHARTER TOWNSHIP OF CHESTERFIELD
August 3, 2009

The meeting was called to order by Supervisor Lovelock at 7:00 p.m. in the Charter Township of Chesterfield Municipal Offices at 47275 Sugarbush, Chesterfield, MI 48047.

Present: Supervisor Lovelock, Clerk Uglis, Treasurer Hartman

Trustees: Bell, DeMuynck, Ficht, Printz

Also Present: Deputy Clerk Wurmlinger, Township Attorney Anderson

The meeting was opened with the Pledge of Allegiance led by Patrick, Nicholas, and Eliana Moran.

 

 

PLEDGE OF ALLEGIANCE

Motion by DeMuynck, seconded by Ficht to approve the: 4A) Agenda as submitted. 4B) Approve the minutes of the Regular Board Meeting of July 20, 2009. 4C) Approve the Payment of Bills as submitted by the Finance Department. 4D) Approve Treasurer’s Office request to place Detention Pond Special Assessments on the 2009 tax rolls. 4E) Approve Treasurer’s Office request to place Special Lighting Special Assessments on the 2009 tax rolls. 4F) Approve Supervisor’s Office recommendation to appoint Marlene Krul to the Beautification Committee with her term expiring July 3, 2011. 4G) Approve Supervisor’s Office recommendation to reappoint Richard Kling, Ellen Clark, Kathy Burbeula, and Charles Rice to the Economic Development Corporation with their terms expiring August 6, 2015. 4H) Approve Senior Center Coordinator’s request to purchase 24 Card Tables and 2 Card Table Dollies at a cost of $1785.86 from Community Development Block Grant funds. 4I) Approve Police Department’s request to renew, for one year, Anti-Virus Software from CDW-G, for all departmental computers at a cost of $1,546.30. 4J) Approve Police Department’s request to purchase 15 Rifles with accessories and implement a patrol rifle training program at a cost of $44,708.15 from Drug Forfeiture funds.

Nays: None MOTION CARRIED

 

Motion by Printz, seconded by Uglis to approve the Police Department’s request to purchase one Digital Recording System at a cost of $13,155.93 and a Fuming Hood for finger print recovery at a cost of $5,175.00. The total cost is $18,330.93 and will be reimbursed to the Township from a Bureau of Justice Assistance Grant.

Motion by DeMuynck, seconded by Ficht to approve the Police Department’s request to purchase 7 front and rear L3 video systems and 10 rear only cameras for patrol vehicles from L3 Communications at a cost of $39,630.00.

Ayes: All

Nays: None MOTION CARRIED

 

Motion by Printz, seconded by Ficht to adopt Resolution 2009-14 amending the residential inspection fee from $125.00 to $225.00 without a bond.

Whereas, the Township Board desires to establish permit, inspection and review fees pursuant to Section 8 of 1972 PA 230 to defray the cost of such enforcement.

NOW THEREFORE, BE IT RESOLVED BY THE TOWNSHIP BOARD OF THE CHARTER TOWNSHIP OF CHESTERFIELD, MACOMB COUNTY, MICHIGAN:

Whereas, a permit fee schedule has been previously adopted by the Charter Township of Chesterfield, Board of Trustees at a regular Board meeting on September 2, 2003.

Whereas, the Building Department is proposing to require a Certificate of Occupancy prior to the new owners moving in, and;

Whereas, the Building Department is proposing to amend the fee for this inspection for residential from $125.00 to $225.00 without a bond.

Commercial & Industrial (Includes maximum of two )

Inspections $250.00

Residential $225.00

(Commercial and Industrial bond only) $500.00

Whereas, the purpose of this procedure is to aid in providing decent, safe housing within our community and eventually eliminating blight.

Motion by DeMuynck, seconded by Printz to adopt Resolution 2009-15 recognizing September 20, 2009 as North Gratiot Cruise Day.

Whereas, the Charter Township of Chesterfield would like to declare September 20, 2009 as Chesterfield Township North Gratiot Cruise Day.

Whereas, the Charter Township of Chesterfield, Board of Trustees and local business in the area are supporting the North Gratiot Cruise. The North Gratiot Cruise is a registered non-profit group, all donations are tax deductible.

Whereas, all the money raised from the cruise helps the K-9 police programs in Macomb County. Chesterfield Township Police Department has two K-9 units and a budget of $5,000 annually. That amount is used to pay for training, veterinary cost, and uniforms.

Whereas, the K-9 units are a very important factor to the Police Department with success for tracking.

NOW THEREFORE, BE IT RESOLVED BY THE TOWNSHIP BOARD OF THE CHARTER TOWNSHIP OF CHESTERFIELD, MACOMB COUNTY, MICHIGAN: that The Charter Township of Chesterfield Board of Trustees would like to recognize September 20, 2009 as North Gratiot Cruise Day and hopes everyone participates and makes it a fun day.

Nays: None MOTION CARRIED

Motion by Ficht, seconded by Hartman to approve the "Notice of Sale of Township Property" located at 32888 Greenwood, Chesterfield, MI 48047 and to seek sealed bids for this property.

Nays: None MOTION CARRIED

Richard Tracy addressed the Board during Public Comments.

 

Motion by Lovelock, seconded by Ficht to adjourn the meeting at 7:22 P.M.
